New Gaming Legislation's Impact on Tribal Nations a Focus of Gaming Summit 

 
 

NEW YORK (March 14, 2002) - Top executives, analysts and regulators representing every segment of the gaming industry are signing up to participate in the first ever New York Gaming Summit, April 8-9 at the Desmond Hotel & Conference Center in Albany.

The conference explores issues related to the expansion of gaming in the country's largest commercial market. It is presented by GEM Communications, publisher of the industry's leading trade magazines, and producer of gaming-related conferences nationwide.

Oneida Indian Nation's Ray Halbritter Provides Keynote

The Summit is attracting an outstanding lineup of speakers and presenters, including Ray Halbritter, Oneida Nation Representative and CFO, Turning Stone Casino. Halbritter will present the luncheon keynote address on April 9. His accomplishments include achieving federal government recognition of the Nation's traditional form of government, creating numerous health and social programs for nation members, constructing new housing, and establishing education programs that have increased the number of Oneidas enrolled in higher education from four just six years ago to 150 today. These achievements have been made possible by the revenue earned from the Nation enterprises that Halbritter guides.

As CEO of the Oneida Nation enterprises, Halbritter successfully negotiated a gaming compact with the State of New York that resulted in the development of Turning Stone Casino Resort, the first legal casino in the state. This precedent-setting contract has become a model for compact negotiations between other states and Indian nations. 

Halbritter is one of several speakers who represent gaming interests among the Empire State's Tribal Nations. Other speakers include:

In addition, Park Place Entertainment, which has a casino development deal with the St. Regis Mohawk tribe, will be represented by Kim Sinatra, Executive Vice President and Chief Legal Officer.

One of the five seminar sessions, "The Future of Indian Gaming in the Empire State," will be devoted to the effects that New York's new legislation is expected to have on tribal gaming. Other sessions topics are:

  • "Regulatory: The Rules of the Game," which examines the emerging New York regulatory model as it relates to VLTs at racetracks and to tribal gaming.
  • "Economic and Social Impact: Gaming and Local Communities," 
    which addresses the concerns expressed over gaming's expansion, and the hopes of communities such as Buffalo, Niagara and the Catskills for economic growth.
  • "The New York Gaming Market: A Regional Perspective" addresses the impact that New York's gaming expansion could have on neighboring jurisdictions, including Atlantic City, Connecticut and Canada.
  • "How VLTs Will Transform New York's Racing Industry" addresses the potential economic boon that New York's substantial pari-mutuel wagering industry could enjoy with the addition of VLT machines.
